Description of problem:

Unfortunately novnc 1.1.0 isn't compatible with openstack-nova-18.2.1-0.20190509150820.el7ost that lacks the following fixes:

These were previously tracked into upstream but were not manually cherry-picked downstream.

Steps to Reproduce:
1. Fetch and attempt to connect to the novnc console of an instance.

Unable to connect due to a failure to validate the provided token.

Able to connect.

According to our records, this should be resolved by novnc-0.6.1-1.el7ost.  This build is available now.
