Description of problem:
None of jetty, jetty-spring and jetty-cdi can be installed on Fedora 31.

1. dnf install jetty-9.4.19-2.v20190610.fc31.noarch jetty-cdi-9.4.19-2.v20190610.fc31.noarch jetty-spring-9.4.19-2.v20190610.fc31.noarch

Actual results:
Error: 
 Problem 1: conflicting requests
  - nothing provides mvn(org.springframework:spring-beans) needed by jetty-spring-9.4.19-2.v20190610.fc31.noarch
 Problem 2: conflicting requests
  - nothing provides mvn(org.jboss.weld.servlet:weld-servlet-core) needed by jetty-cdi-9.4.19-2.v20190610.fc31.noarch
 Problem 3: conflicting requests
  - package jetty-9.4.19-2.v20190610.fc31.noarch requires jetty-spring = 9.4.19-2.v20190610.fc31, but none of the providers can be installed
  - nothing provides mvn(org.springframework:spring-beans) needed by jetty-spring-9.4.19-2.v20190610.fc31.noarch

Spring Framework and Weld were retired from the distro, so we are no longer able to build jetty-cdi and jetty-spring. I have added appropriate obsoletes in the update detailed in comment #1.
