Description of problem:

Creating a linux vxlan tunnel over a linux bond interface using libnm + nmstate has intermitent failures related to NM not able to find a proper interface for vxlan tunnel.

How reproducible:

Reproduced here https://github.com/nmstate/nmstate/pull/515

Additional info 

Attached are a good and bad nm logs.

The logfiles contain versions 1.12.6-5.fc29

I mean, that is neither on RHEL8 nor onr RHEL7.

Could you retry with anything more recent?
