Description of problem:
RHEL 8 is unable to use "yum -c http://host/dnf.conf"

Version-Release number of selected component (if applicable):
yum-4.2.7-7.el8_1.noarch
dnf-4.2.7-7.el8_1.noarch
libdnf-0.35.1-9.el8_1.x86_64
RHEL 8

How reproducible:
Everytime

Steps to Reproduce:
1. host dnf.conf on a http server. Localhost is fine.
   # cp /etc/dnf/dnf.conf /var/www/html/
   # systemctl start httpd
2. # yum -c http://localhost/dnf.conf repolist

Actual results:
Config error: Config file "http://localhost/dnf.conf" does not exist

Expected results:
yum/dnf grabs the dnf.conf file over http.

Additional info:
Just to show the file is there:
  # curl http://localhost/dnf.conf
    [main]
    gpgcheck=1
    installonly_limit=3
    clean_requirements_on_remove=True
    best=True

This works in RHEL 7.
