Description of problem:
Would like to backport this PR to ROKS 4.3 https://github.com/openshift/api/pull/557
Reason is we would like to have the IBMCloud platform type be available for another PR(https://github.com/openshift/cluster-ingress-operator/pull/335) that also needs to be backported to ROKS 4.3 

Version-Release number of selected component (if applicable):
currently the PRS are targeted for ROKS 4.4

How reproducible:
Without the changes from those PRs then can't create a Load Balancer service with the correct annotations via the openshift ingress-operator
