Description of problem:
Current the ingress operator deploys the LB and router.  However need some annotations that are specific to the IBM platform for the LB deployment. Need to edit the API to allow for this new Cloud platfomr

@ayma - is this issue resolved in recent 4.4 builds?   OpenShift QE has no way to functionally verify this.

Mike, I can verify that it does what it needs to do to enable IBM cloud. Going forward, the approach we'll take for these PRs is that somebody involved with the IBM cloud project verifies that it does what it's supposed to do, and on the Red Hat side we verify that it did not regress anything.

This particular PR is only adding a new constant and status struct for an IBM cloud provider to the API, no function was added or changed.
