Cause: Snapshot is not supported for all PVC and hence tab does not show any useful information Consequence: 404 error occurs due to absence of required CRs Fix: Gated the snapshot functionality to show Volume snapshot tab for supported ceph provisioned PVCs Result: The tab is not visible for PVC that cannot be snapshot.

Description of problem:
Go to PVC details page, and switch to tab "Volume Snapshots".
it shows Error:404:Page Not Found

1. Create a PVC.
2. Login to admin console.
2. Go to PVC details page, and switch to tab "Volume Snapshots".

Actual results:
It shows Error:404:Page Not Found

Expected results:
Proper info or content show up.

Verified the issue is fixed in OpenShift Version 4.4.0-0.nightly-2020-02-13-212616
