Feature: add controller to report etcd members status conditions
Reason: adds a controller that triggers every minute to report the status of etcd members.
Result: The new controller queries the actual etcd membership to report the status information.

Since 4.4 is code-frozen now, moving the target release to 4.5. This was already fixed in 4.5 by https://github.com/openshift/cluster-etcd-operator/pull/168. Manually moving it to ON_QA. Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
