Description of problem:

The cluster-etcd-operator needs to report the etcd member to status updates by querying etcd API.

Since 4.4 is code-frozen now, moving the target release to 4.5.

This was already fixed in 4.5 by https://github.com/openshift/cluster-etcd-operator/pull/168. Manually moving it to ON_QA.
