I got the same error after doing the same update as @Christopher Tubbs on Fedora 31 which also stops rebooting completely so have to shutdown and start my Machine again! My kernel version is exactly the same as initial comments. I then installed akmod-nvidia using the instructions on https://rpmfusion.org/Howto/NVIDIA which then gives me the error below:
