Description of problem:

Clicking "Edit console" on the console deployment redirects me to a 404 not found page at this path:

/edit/all-namespaces?name=console&kind=Deployment

How reproducible:

Always

Steps to Reproduce:
1. Go to the admin perspective
2. Select project openshift-console
3. Go to Workloads -> Deployment
4. Select "Edit console" from the console kebab

Actual results:

404 not found error

Expected results:

This action probably shouldn't appear in the since the workload was not created through the dev console add flow.
