I'm seeing this failure in CI frequently:

There's an error from the API server saying the image is prohibited by the policy.

This appears to be happening in both 4.4 and master. It's unclear to me if this is a legitimate bug or a flake.

Note that this appears to be a *different* problem than the one fixed by https://github.com/openshift/console/pull/4411
