Description of problem:  When viewing a terminal in full screen, the masthead and nav overlay the terminal window, blocking it from use.

The change in https://github.com/openshift/console/pull/4725/files#diff-e5e01aec8308536037e33b0250143d43R11 is the source of the bug.

fullscreen the pod terminal, the masthead and nav would not overlay the terminal window
