if it's build on fedora it's probably build on epel8 too.

It does.  You can get my test build from my COPR repo (frankcrawford/rdiff-backup) and we will be releasing them for most distributions when F32 is released.

The sync release is due to the incompatibility of Python2 (1.2.28) vs Python3 (2.0.0) versions.
