I think we are going to want to wait here until the python3 rdiff-backup is available. Hopefully thats soon and we can update fedora and also build for epel8.

Note, two optional and desired dependencies, py3libacl and python3-pyxattr are not yet available in EPEL8 but are planned to be available shortly.  As they are not hard requirements, you can install rdiff-backup without them.
