I think /run/gnome-initial-setup/.cache/ibus was created by old ibus version.
Once you would delete /run/gnome-initial-setup/.cache, the current version can create the directory with the right permission.

Similar problem has been detected:

I haven't noticed any issues, only the 'oops' message which appeared shortly after I logged in.
I just installed the system, didn't make any software updates yet

Similar problem has been detected:

I just installed the system, Fedora 32. Didn't make any software updates. Was trying
to set up cryptab/fstab with btrfs subvolumes for my home dir and the tmp dir.
