Description of problem:
frr packages (/var)/run/frr, but doesn't ship tmpfiles configuration.

Version-Release number of selected component (if applicable):
frr-7.3-4.fc33

How reproducible:
1. dnf install frr
2. reboot
3. Notice that the home directory of user frr is gone, which is bad.

Actual results:
frr packages (/var)/run/frr, but doesn't ship tmpfiles configuration.

Expected results:
See https://fedoraproject.org/wiki/Packaging:Tmpfiles.d on how to address this. Alternatively use a persistent directory, such as /var/lib/frr/.

Oh, yes, I noticed that the initscript used by frr.service re-creates /var/run/frr during startup, but that still doesn't seem to be great to me.
