Description of problem:
frr populates /usr/lib64/frr/modules/ directory but doesn't own it.

Version-Release number of selected component (if applicable):
frr-7.3-4.fc33

How reproducible:
See above and below.

Steps to Reproduce:
1. dnf install frr
2. rpm -qf /usr/lib64/frr/modules/
   file /usr/lib64/frr/modules is not owned by any package

Actual results:
Directory /usr/lib64/frr/modules/ is not owned by any package.

Expected results:
Add %dir /usr/lib64/frr/modules/" to frr spec file to own it.
