Description of problem:
When viewing the Search page and applying a name filter there are two clear filter buttons and two displays of the name filter. The filter that appears under the search item name has a "clear filters" button but does nothing.

How reproducible:


Steps to Reproduce:
1. Navigate to the Admin Search page under Home nav group
2. Search for a resource (I found this on CRDs)
3. Flip the filter from label to name
4. Add a name that matches a result (I used "tekton.dev" to find all Pipeline related CRDs)

Actual results:
See two groups of "name" filters. Clicking on the "clear filters" link doesn't do anything. See "actual results" screenshot I added. It was immediately taken after clicking the clear filters link.

Expected results:
Probably just not showing the filters at all... the "x" still works, but I am unsure if this is useful on the global search page.

Looks like the new data tool bar may have affected this.

Search Results

1. follow the exact steps in `Steps to Reproduce`
2. When a Name is set, click 'x' besides the Name will clear the Name filter, the text was also cleared, no "clear filters" link any more
