Now manila-csi-driver-operator "capability Level" is only with "Basic Install", should add "Seamless Upgrade" to support upgrade.

https://github.com/openshift/csi-driver-manila-operator/pull/20 is merged. To completely fix this bug we need to update the CVS with https://github.com/openshift/csi-driver-manila-operator/pull/19

Verified pass with images in https://errata.devel.redhat.com/advisory/54130.

[wduan@MINT verification-tests]$ oc get clusterversion

From webconsole, "seamless upgrades" is support in "Capability Level"
  
According to pr, Operator Version is also changed from "0.0.1" to "4.5.0".
