Some libraries virt-viewer depend on (spice-gtk, libgovirt) are being rebased on RHEL 8.3. Upstream already has merged most of the patches used in downstream version.

Move this bug from ON_QA to VERIFIED status, since I have verified all bugs listed in errata[1], and there is no regression and blocker bug found when I do functional testing, thanks.
