Verified with the payload below and i see that the minKubeVersion is set as 1.18.0

Kubernetes Version: v1.18.3+a637491

[ramakasturinarra@dhcp35-60 OpenShift]$ oc get clusterversion

Based on the above moving the bug to verified state.
