Description of problem:
openstack-tempest 24 is the last tagged version of tempest, it is still compatible with train and it contains several fixes and new jobs for various components.
Instead of cherry-picking individual patches (partially done so far for the upcoming release) it would make more sense to rebase openstack-tempest as a whole.

Moving to VERIFIED as the Fixed in version package (tempest 24) made it to a puddle - is available in the rhos-16.1 repos via the latest symlink.
