Cause: buildah could not reference an image in `COPY --from` Dockerfile instructions
Consequence: multistage Dockerfile builds with `COPY --from=<image>` instructions fail
Fix: buildah updated to correctly use image references in `COPY --from` instructions
Result: builds succeed
