Description of problem:
The python3-brotli package appears to be missing. The spec file on CentOS Git[1] does not indicate that it is disabled, but it is not in BaseOS, AppStream, or CRB. The brotli package itself is in BaseOS.

This is required for enabling Brotli compression for assets served from applications using the WhiteNoise static asset serving module used in several Python web applications in EPEL. Brotli was previously provided in EPEL for EPEL7, but it migrated to RHEL for RHEL 8.

Please consider unblocking python3-brotli and shipping it in the repositories.
