When ART builds LSO image the skipVersion regexp should exactly match expected regexp in art.yaml

Currently LSO is not auto-updating in 4.4 because we use single quote in the skipVersion string.

This bug has set a target release without specifying a severity. As part of triage when determining the importance of bugs a severity should be specified. Since these bugs have not been properly triaged we are removing the target release. Teams will need to add a severity before setting the target release again.

This is not 4.5.0 blocker because regexp actually matches 4.5.0 correctly, it is only when 4.5.z stream is released, we will need a fix.

I wouldn't want to rely on our GA version being 4.5.0 exactly. 4.4.3 was GA for 4.4 for instance.  Lets get this in in case it doesn't?

Sure, I need the cherry-pick approved for https://github.com/openshift/local-storage-operator/pull/128 . It is a pretty low risk PR and should be safe to merge in 4.5.0
