Description of problem:
The attached traceback keeps getting spammed in the log. "foreman-maintain service restart" doesn't help. This may be the cause of bug 1851176 and bug 1851167.

Sat 6.8 snap 6.0

How reproducible:
Happened on 2 out of my 2 Sat 6.8 snap 6.0 instances

Steps to Reproduce:
1. Just install the Satellite

Actual results:
Traceback keeps getting spammed in the log

Expected results:
No traceback, everything should work

`candlepin_events` service is down due the connection error:

candlepin_events:

This is a regression from snap5
