Description of problem:
Even if the host to run hosted-engine might be not able to access the required package repositories, "hosted-engine --deploy" fails.


Steps to Reproduce:
1. deploy hosted engine on command line without internet access


Actual results:
deployment fails

Expected results:
deployment succeeds

Additional info:
Upstream oVirt and downsteam RHV servers might be not usable via IPv6.

The fix for this issue was addressed in bug 1849517, 'hosted-engine --deploy --ansible-extra-vars=he_offline_deployment=true' can be used for offline (no internet) deployment.

Hosted Engine successfully deployed.
Worked with "hosted-engine --deploy --ansible-extra-vars=he_offline_deployment=true" and these components:

This bugzilla is included in oVirt 4.4.3 release, published on November 10th 2020.

Since the problem described in this bug report should be resolved in oVirt 4.4.3 release, it has been closed with a resolution of CURRENT RELEASE.
