Description of problem:

Machines created for workers are not starting as nodes because following services failed to start:

nodeip-configuration.service
machine-config-daemon-pull.service


Version-Release number of the following components:
4.6.0-0.nightly-2020-06-30-020342

How reproducible:
Install 4.6 latest nightly on OSP

Steps to Reproduce:
1.Launch installer
2.oc get machines will show workers

Please attach logs from ansible-playbook with the -vvv flag

Tested with OCP 4.6.0-0.nightly-2020-07-04-214558.

IPI OSP installation is working fine again.
