Joe: Search CI is showing a 0.16% failure rate. Do you see a job that is showing more failures?

Need to backport https://github.com/openshift/origin/pull/25087 as far back as 4.2

https://github.com/openshift/origin/pull/25093 backported to 4.5.  Still an issue in 4.2 through 4.4.
