php-fedora-autoloader is missing in EPEL 8, is there someone who may provide it?

AFAIK PHP packages in EPEL 8 are blocked by:
- https://pagure.io/epel/issue/75
- https://pagure.io/fedora-infrastructure/issue/8690

I will provide it shortly, despite EPEL-8 is terribly broken, so I choose to reduce my work there to very minimal

- lack of module
- only PHP 7.2 (which is EOL, not supported, instead of 7.4)
