Feature: Pacemaker will now use "yes" as the default for the SBD_SYNC_RESOURCE_STARTUP environment variable. Reason: Previously, the user had to explicitly set the variable in /etc/sysconfig/sbd, and make sure pcs did not overwrite it, in order to get improved reliability. Result: All users now get improved reliability by default.

Pacemaker now uses "yes" as the default for the SBD_SYNC_RESOURCE_STARTUP environment variable.

>    [root@virt-242 ~]# rpm -q pacemaker
>    pacemaker-2.0.5-4.el8.x86_64

>    [root@virt-242 ~]# man sbd | grep -A 2 SBD_SYNC_RESOURCE_STARTUP
>           SBD_SYNC_RESOURCE_STARTUP
>               Allows "yesno" defaulting to "yes"

>    [root@virt-242 ~]# grep SBD_SYNC_RESOURCE_STARTUP /etc/sysconfig/sbd
>    SBD_SYNC_RESOURCE_STARTUP=yes

Pacemaker & sbd syncing can be disabled manually by setting "SBD_SYNC_RESOURCE_STARTUP=no" in /etc/sysconfig/sbd.

Startup synchronization between sbd & pacemaker is verified in bug 1873135, comment 8.
