Feature: Pacemaker will now use "yes" as the default for the SBD_SYNC_RESOURCE_STARTUP environment variable. Reason: Previously, the user had to explicitly set the variable in /etc/sysconfig/sbd, and make sure pcs did not overwrite it, in order to get improved reliability. Result: All users now get improved reliability by default.

Pacemaker now uses "yes" as the default for the SBD_SYNC_RESOURCE_STARTUP environment variable.

Pacemaker & sbd syncing can be disabled manually by setting "SBD_SYNC_RESOURCE_STARTUP=no" in /etc/sysconfig/sbd.

Startup synchronization between sbd & pacemaker is verified in bug 1873135, comment 8.
