Description of problem:
Anaconda fails with a traceback if installing just from the BaseOS repository (no AppStream repo is configured), registering to CDN and enabling Insights.
insights-client comes from the AppStream repository.

How reproducible:
always

Steps to Reproduce:
1. start the installation with inst.repo=<URL_TO_BASEOS_REPO>
2. proceed to the connect to Red Hat spoke, make sure that Insights is enabled and register the system
3. complete mandatory spokes, make sure that the installation source is still the one specified on the kernel command line (not CDN)
4. start the installation
5. anaconda shows a window asking to continue with the installation, since no insights-client package was found - confirm Yes
6. wait for the installation to finish

Actual results:
Anaconda traceback at the end of the installation.

Expected results:
Anaconda shown another window allowing to finish the installation without connecting to Insights - like it does in RHEL-8.2:
"The insights-client utility needed to connect the system to Red Hat Insights is not installed on the target system. If you want to connect the system to Red Hat Insights please make sure the insights-client package gets installed."

After evaluating this issue, there are no plans to address it further or fix it in an upcoming release.  Therefore, it is being closed.  If plans change such that this issue will be fixed in an upcoming release, then the bug can be reopened.
