So, this appears to need sipbuild, which is in sip-5? We only seem to have sip-4 in fedora...

sip5 has been packaged for a while... it's just a matter of rebuilding the entire stack with it. 

We are getting close to done here... swt2c has been doing this work and has a copr with it + pull requests for the various packages.

Hopefully it will land in rawhide soon.
