Description of problem:
oc adm must-gather reports: gathering namespaces/dns due to error: namespaces "dns" not found

I doubt it should check openshift-dns
FYI, it does not block must-gather, openshift-dns info are also collected

verified with 4.6.0-0.nightly-2020-09-26-202331 and passed.

didn't see `skipping gathering namespaces/dns due to error: namespaces "dns" not found` in `oc admin must-gather` anymore
