[Azure] oc adm must-gather throws error while gathering namespaces/dns on an upgraded cluster.

How reproducible:


Steps to Reproduce:
1. Upgrade an Azure cluster from 4.5.9 to 4.6
2. Run oc adm must-gather
3.

Actual results:
Failures while must-gather is run.

Expected results:
must-gather should run successfully

Hi Roshni based on the logs specifically since must-gather is failing to hit the api server ->

: error sending request: Post "https://api.rpattath-45up5.qe.azure.devcluster.openshift.com:6443/api/v1/namespaces/openshift-must-gather-tnvcn/pods/must-gather-2x8dn/exec?command=rsync&command=--server&command=--sender&command=-vlDtpre.iLsfxCIv&command=--numeric-ids&command=.&command=%2Fmust-gather%2F&container=copy&stderr=true&stdin=true&stdout=true": dial tcp 52.252.175.25:6443: connect: connection timed out

clearing the UpgradeBlocker keyword, this doesn't meet the criteria for that. This looks like temporary API unavailability FWIW.

Tagging with UpcomingSprint while investigation is either ongoing or
pending. Will be considered for earlier release versions when
diagnosed and resolved.

This may be fixed by https://github.com/openshift/cluster-dns-operator/pull/200.
