I believe the original request was already addressed with https://github.com/openshift/installer/pull/4145 in https://bugzilla.redhat.com/show_bug.cgi?id=1875855.

We've made the timeout longer (2 min instead of 10 sec) for OpenStack to accommodate cases where glance is slow to server the ignition file.
