Description of problem:

In some OpenStack environments, fetching of bootstrap ignition config from Glance can take a long time, so the installation ends unsuccessfully.

Current timeout is set to 10 seconds, but sometimes the storage is taking 18 seconds or more. To prevent this we need to set higher timeout for the bootstrap config.
