Description of problem:

Around 1% of installs are failing due to operator marketplace not succeeding:

Additional info:

Looks very similar to https://bugzilla.redhat.com/show_bug.cgi?id=1700416 but OperatorSources no longer exist in 4.6+. 

None of the status reporting appears to have changed in over a year - this might be an issue in the installer and timeouts?

Moving to 4.6.0, the affects are more widespread than initially indicated.
