Description of problem: Around 1% of installs are failing due to operator marketplace not succeeding: https://search.ci.openshift.org/chart?search=failed+to+initialize+the+cluster%3A+Cluster+operator+marketplace+is+still+updating&maxAge=48h&context=1&type=bug%2Bjunit&name=&maxMatches=5&maxBytes=20971520&groupBy=job Additional info: Looks very similar to https://bugzilla.redhat.com/show_bug.cgi?id=1700416 but OperatorSources no longer exist in 4.6+. None of the status reporting appears to have changed in over a year - this might be an issue in the installer and timeouts?
