Description of problem:

please add prometheus-webhook-snmp to the distro, it is required for the STF epic to allow sending snmp traps from STF.

The upstream review is https://bugzilla.redhat.com/show_bug.cgi?id=1878733
all dependencies are in Fedora.

This is targeted for OSP 16.1.3
