Description of problem:

We are planning to support DCN mixed architecture BZ#1882058 (16.1.4)

Mixed architecture allows operators to deploy edge sites with Ceph (HCI or not) and other sites with computes only (no ceph).

In order to avoid computes only nodes to download raw glance images (used for RBD computes), we would like to backport to following patch

Tested for EDGE DCN purposes - exclude raw image type for compute located in non-storage site.
