Tripleo-heat-templates/puppet-nova should expose this nova conf option as a t-h-t parameter to disable raw images on local ephemeral backed computes. It cannot be enabled by default. Operators will need to explicitly set this parameter on the local ephemeral compute roles in a DCN mixed architecture deployment.
