Description of problem:

We are planning to support DCN mixed architecture BZ#1882058 (16.1.4)

Mixed architecture allows operators to deploy edge sites with Ceph (HCI or not) and other sites with computes only (no ceph).

In order to avoid computes only nodes to download raw glance images (used for RBD computes), we would like to backport to following patch

Tripleo-heat-templates/puppet-nova should expose this nova conf option as a t-h-t parameter to disable raw images on local ephemeral backed computes.

It cannot be enabled by default. Operators will need to explicitly set this parameter on the local ephemeral compute roles in a DCN mixed architecture deployment.
