Description of problem:
clearing the exception flag causes an error, "You must select/enter a user"

How reproducible:
100%

Steps to Reproduce:
1. Go to a bug with the exception flag set to "?". I was attempting to change BZ 1846886.
2. Change the exception flag value from "?" to "" (blank, aka, clear the flag)
3. Press "Save Changes"

Actual results:
A page appears with the title "User Not Specified". The page contains the text, "You must select/enter a user." and "Please press Back and try again."

Expected results:
The exception flag is cleared.

The same error occurs if I attempt to change the exception flag value from "?" to "-".

The error does not occur if I try to change the exception flag value from "?" to "+". (BZ 1861703 was successfully changed)

This issue is related to there being a dependent product set on a bug. If there is a DP and a flag edit is made, this eeror can trigger.

A work around is to remove the DP and save, make the flag change and save, then re-add the DP and save.
