Recommends seems like the right balance (Suggests are ignored by dnf). I'm making this change in Fedora 33+, I'm reluctant to push an update for Fedora 32 just for this because of the high cost of doing a texlive update to a released target. FEDORA-2020-e93acaad9e has been submitted as an update to Fedora 33. https://bodhi.fedoraproject.org/updates/FEDORA-2020-e93acaad9e FEDORA-2020-e93acaad9e has been pushed to the Fedora 33 testing repository.
