Various "obvious" ways to install debuginfo data fail because of a file conflict:

After I remove glibc-debuginfo-2.30-5.fc31.i686, I can update the x86_64 version of the package.

Ideally, the two arch versions would be parallel installable. But if they can't, they should Conflict, so that dnf handles this better.
