Description of problem:

It seems since https://src.fedoraproject.org/rpms/cifs-utils/c/b87f12c2b6c1c909a62d4adbc6902d1047b08c72?branch=master, with the addition of smb2-quota, cifs-utils now pulls in Python. In Fedora CoreOS, we're trying to avoid shipping Python entirely to encourage containerizing user workloads and to keep the OS minimal. In a rawhide build, this package was identified as pulling Python back in.

Would it be possible to split smb2-quota into a separate subpackage? We can help with that if there's agreement.

This could also be useful for other environments which want to keep their footprint minimal (e.g. Fedora IoT and containers).
