Description of problem:
Since OSP 16.1 we have support for the minimum bandwidth based scheduling, where neutron can report to the placement bandwidth available for each physical nic on each compute node. Placement and Nova can then use that value to schedule instances to proper nodes.
We should add documentation how to configure that on Neutron's side using TripleO.
Support for that in TripleO was added in BZ https://bugzilla.redhat.com/show_bug.cgi?id=1788974 and in that BZ there should be info about config options which are needed to configure that.
